The template used for the North Cowichan OCP has always been in question as far as I am concerned. The model is setup to apply in urban areas such as Burnaby and not the semi rural communities like North Cowichan. The current draft takes us backwards with no vision for the future considering the growth in the area that has been evident for years. I moved to the Cowichan Valley in 1981 for the semi rural neighborhoods and do not want to be forced into the growth centre. This OCP review was supposed to tweak the OCP. It has been such a one sided approach that makes matters worse for the cost of developing land for housing. There are no solution offered, just roadblock and other barriers. I believe the only fair way to deal with this is to put it on hold and make it an election issue and let the residents decide so no out of area forces are able to the vote or force there beliefs on North Cowichan residents. .
